Packages on distribution points are not updated with the latest source version in System Center Configuration Manager 2007 Service Pack 1 systems

On a three-tier System Center Configuration Manager 2007 hierarchy that has a central site, a child primary site, and a secondary site, packages on distribution points (DPs) of the secondary site are not updated with the latest source version. Therefore, application distribution fails on some sites.

This problem occurs because of a timing issue between the Despooler and the Distribution Manager (DistMgr) on secondary sites.
