The MSExchange Transport and MSExchangeIS services do not start after a server restart

The FSCController service in Microsoft Forefront Security for Exchange Server stops responding after a restart of the server. This causes the MSExchange Transport service and the MSExchangeIS service not to start. Additionally, the following error events may be logged in the System log:

To resolve this issue, install Forefront Security for Exchange Server Service Pack 2 (SP2).
