Symptoms

Consider the following scenario:

  • You reinstall the Active Directory Certificate Services (ADCS) role.

  • During the reinstallation process, the use existing keys option is selected.

In this scenario, the ADCS installation process is completed. However, Active Directory Certificate Services does not start, and the following Error event is logged:Note <Key_Name> is the key container name that must be reused for the new certification authority (CA).

Additionally, notice that the following CA certificate signature was used in the first installation:

Signature Algorithm:
Algorithm ObjectId: <Object_ID>Algorithm Parameters:...

Note <Object_ID> is the object identifier of the algorithm that was used for the original certificate for the sha1RSA element.

However, in this scenario, this signature has been changed to the following:

Signature Algorithm:
Algorithm ObjectId: 1.2.840.113549.1.1.5 sha1RSA
Algorithm Parameters:
05 00

This algorithm implies an error.

Cause

This problem occurs because of an error in the CA setup code that incorrectly tries to enforce the CA certificate creation process by using the RSA/SHA1 algorithm.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not appear, contact Microsoft Customer Service and Support to obtain the hotfix.

To apply this hotfix, you must have Windows Server 2008 installed.

Restart requirement

You do not have to restart the computer after you apply this hotfix.

File information

The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.

Windows Vista and Windows Server 2008 file information notes

The .manifest files and the .mum files that are installed in each environment are listed separately in the "Additional file information for Windows Server 2008 and for Windows Vista" section. These files and their associated .cat (security catalog) files are critical to maintaining the state of the updated component. The .cat files are signed with a Microsoft digital signature. The attributes of these security files are not listed.

The Secure Hash Algorithm (SHA) hash functions are a set of cryptographic hash functions that are designed by the National Security Agency (NSA) and published by the NIST as a U.S. Federal Information Processing Standard. The three SHA algorithms are structured differently and are distinguished as SHA-0, SHA-1, and SHA-2. The SHA-2 family uses the same algorithm but with a variable key size. These key sizes are distinguished as SHA-224, SHA-256, SHA-384, and SHA-512.
