SYMPTOMS

Consider the following scenario:
  • An advertisement is assigned to a Microsoft System Center Configuration Manager 2007 Service Pack 1 (SP1) client.
  • The advertisement is configured to run when the user logs on.
  • The time zone of this client is any time zone other than GMT.
  • The MaxRestartTime registry key is configured based on the instructions in Microsoft Knowledge Base article 905794.
  • A user logs on to the System Center Configuration Manager 2007 SP1 client before the SMS Agent Host service is started.
  • The difference between when the computer starts and the SMS Agent Host Service start time is less than the value of the MaxRestart registry key
In this scenario, the advertisement does not run as expected.

CAUSE

This problem occurs because the SMS Agent Host Service on the System Center Configuration Manager 2007 SP1 client incorrectly handles the time zone difference when you convert the local time to a Coordinated Universal Time (UTC). The result is that the advertisement does not run.
