If you set the Access Point Network (APN) blocking feature in Mobile Device Manager (MDM) on a Windows Mobile 6.1-based device, all APNs can still be used to connect to the virtual private network (VPN) of a company. This problem occurs in the following versions of Adaptation Kit Update (AKU) for Windows Mobile 6.1:

How to install the software updateIf you can connect the device to a computer, follow these steps:
PrerequisitesYou must have Windows Mobile AKU1.0.1 or any later versions installed before you apply this update.
Restart requirementYou have to restart the device after you apply this hotfix. You have to manually restart the device to complete the software update installation if the device does not restart automatically.
Update replacement informationThis update replaces the existing APN Blocking feature or the existing APN Blacklisting feature.
File informationThe English version of this software update package has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.

To work around this problem, use AKU 1.1, AKU 1.4, or later versions of AKU.
Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
The APN blocking feature prevents Windows Mobile devices from using Mobile Operator APNs to connect to the VPN server of a company. IT administrators can identify the feature by using MDM. This feature is implemented in Windows Mobile version between 188.8.131.52 to 6.1.4.
