The Win32_Process class returns incorrect CreationDate property during the first week after daylight saving time begins or ends

Consider the following scenario:

1. You have a computer that is configured in the daylight saving time (DST) affected time zone.
2. You have installed the latest time zone update for your Windows operating system.

In this scenario, during the first week after DST begins or ends, when you run a Windows Management Instrumentation (WMI) query against the Win32_Process class, the CreationDate property that the query returns is one hour behind the correct time. Therefore, system monitoring and management applications that rely on WMI scripts do not work as expected.

For example, when you run the following query in the previously described timeframe, the CreationDate property is one hour behind the correct time:

Select * from Win32_Process where name = "processname"
