SYMPTOMS

Consider the following scenario:
  • You create an instance of SQL Server that has a case-sensitive collation.
  • You select the Microsoft SQL store type when you try to create an authorization store.
In this scenario, the operation fails, and you receive the following error message:
Cannot create a new authorization store. The following problem occurred: Access is denied.

Note You receive this same error message if the specified database does not exist when you try to create a new authorization store.

CAUSE

This problem occurs because the code to manipulate some SQL tables does not support a case-sensitive scenario. However, the Authorization Manager stores the schema information into these tables when the Authorization Manager creates an SQL data store. Therefore, when you try to create an authorization store, you receive the error message that is mentioned in the "Symptoms" section.

RESOLUTION

To resolve the issue, install this hotfix. After you install this hotfix, you can create a new Authorization Manager SQL store on an SQL database instance that has a case-sensitive collation. This SQL store is created successfully if the database that is specified exists and is configured by using a collation that is not case-sensitive.

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Prerequisites

To apply this hotfix, your computer must be running one of the following operating systems:
  • Windows Server 2008
  • Windows Server 2008 Service Pack 2 (SP2)
  • Windows Vista Service Pack 1 (SP1)
  • Windows Vista Service Pack 2 (SP2)

Restart requirement

You must restart the computer after you apply this hotfix.

Hotfix replacement information

This hotfix does not replace any other previously released hotfixes.

File information

The English version of this hotfix has the file attributes (or later file attributes) that are listed in the following table. The dates and times for these files are listed in Coordinated Universal Time (UTC). When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time item in Control Panel.

The MANIFEST files (.manifest) and the MUM files (.mum) that are installed for each environment are listed separately . MUM and MANIFEST files, and the associated security catalog (.cat) files, are critical to maintaining the state of the updated component. The security catalog files (attributes not listed) are signed with a Microsoft digital signature.

WORKAROUND

To work around this issue, install a new SQL database instance that has a collation that is not case-sensitive, and then create the Authorization Manager SQL store in a database that is in this SQL database instance.
