An Automatic Update download is not initiated on a computer that is running Microsoft Office Communicator 2007 R2 build 3.5.6907.9.

Downloads of new Office Communicator bits are not initiated when a Client Version Control (CVC) response is received for a build of Office Communicator. If the version of Office Communicator is 3.5.6907.0009, and the CVC filter is set to <3.5.6907.00013, the response is received from the rule that is triggered on the server. However, the client download is not initiated against the URL that is received.
