When attempting to download a file using Internet Explorer 8, the application associated with the file starts twice. For example, if you attempt to download a .doc file, Microsoft Word may launch twice. This may occur when all of the following conditions exist:
When you download a file using Internet Explorer 8, a SmartScreen filter for the file is activated. As part of the SmartScreen filter processing, Internet Explorer 8 tries to connect to the Microsoft server urs.microsoft.com over TCP Port 443. If Internet Explorer 8 cannot access urs.microsoft.com, Internet Explorer 8 launches the file's associated application twice.
To workaround this problem, use one of the following methods:
Method 1: Add the file download site to the local intranet zone in Internet Explorer
This method adds the file download site to the local intranet zone file after you download the necessary source settings.
Method2: Troubleshoot internet connectivity to the SmartScreen online services.
Troubleshoot any network connectivity issues that could be prohibiting you from connecting to the internet.
