You use Authorization Manager to open authorization stores of the Microsoft SQL type.
The connections between Authorization Manager and the SQL Server databases are broken because of some exception. For example, some network packets drop, the SQL Server times out, or the SQL Server service restarts.
In this scenario, the connections between Authorization Manager and the SQL Server databases cannot be reestablished. Therefore, users and applications cannot access authorization rules that are stored in Authorization Manager.
Note An AzMan API that uses an authorization store returns an ERROR_ACCESS_DENIED error when you try to access authorization rules that are stored in Authorization Manager. For example, this error may be returned when the UpdateCache or Submit methods are invoked on Authorization Manager objects. When the connections between Authorization Manager and the SQL Server databases are broken, the existing API continues to fail. However, the next AzMan API call will be successful when a new connection is established.
After the connections to the SQL Server databases are lost, Authorization Manager reuses the old connections. However, Authorization Manager should make new connections to the SQL Server databases.
A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Service Pack 1 is integrated into the release version of Windows Server 2008. Therefore, RTM milestone files only apply to Windows Vista. RTM milestone files have a 6.0.0000.xxxxx version number.

MUM files and MANIFEST files, and the associated security catalog (.cat) files, are very important to maintaining the state of the updated component.
