A standard user cannot use ActiveX Installer Service to install an ActiveX control on a computer that is running Windows Vista

SYMPTOMS

You try to deploy an ActiveX control on a network. In order to deploy the ActiveX control in a standard user environment, you enable the ActiveX Installer Service feature on client computers. However, you may be unable to install the ActiveX controls in a standard user environment on a computer that has User Account Control (UAC) enabled. Additionally, an event that resembles the following is logged in the Application log:

Log Name: Application
Source: AxInstallService
Date: Data
Event ID: 4100
Description: Failed to download ActiveX control

This issue occurs when the ActiveX control is hosted on an HTTPS Web server that is configured to Accept client certificates or to Require client certificates.

RESOLUTION

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Prerequisites

To apply this hotfix, your computer must be running Windows Vista Service Pack 1 (SP1) or Windows Vista Service Pack 2 (SP2).

  • The MANIFEST files (.manifest) and the MUM files (.mum) that are installed for each environment are listed separately in the "Additional file information for Windows Vista" section. MUM files and MANIFEST files, and the associated security catalog (.cat) files, are extremely important to maintaining the state of the updated component. The security catalog files, for which the attributes are not listed, are signed with a Microsoft digital signature.
