You cannot edit a transport rule if one or more of the recipient addresses are disabled or removed in an Exchange Server 2007 server
Article ID: 976195 - View products that this article applies to.
Consider the following scenario:
You cannot set conditions, actions, or exceptions on a manually edited rule.
Note You can also run the Get-TransportRule command in Exchange Management Shell to check the transport rule status. This command also shows that the conditions and actions of the transport rule are empty.
This problem occurs because Exchange Server 2007 checks the recipient addresses when you edit the transport rule. If the recipient addresses are disable or removed, the conditions and actions are incorrectly set to a null value.
To resolve this problem, install the following update rollup:

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
