SYMPTOMSConsider the following scenario:
You cannot set conditions, actions, or exceptions on a manually edited rule. Note You can also run the Get-TransportRule command in Exchange Management Shell to check the transport rule status. This command also shows that the conditions and actions of the transport rule are empty. CAUSEThis problem occurs because Exchange Server 2007 checks the recipient addresses when you edit the transport rule. If the recipient addresses are disable or removed, the conditions and actions are incorrectly set to a null value. RESOLUTIONTo resolve this problem, install the following update rollup: 972076
