You cannot use Windows Media Center to play a Microsoft Recorded TV Show file (.dvr-ms) if you set the system locale to Arabic (Saudi Arabia) in Windows 7

On a computer that is running Windows 7, you set the system locale to Arabic (Saudi Arabia). When you try to play a Microsoft Recorded TV Show file (.dvr-ms) in Windows Media Center, Windows Media Center crashes.

MUM and MANIFEST files, and the associated security catalog (.cat) files, are critical to maintaining the state of the updated component. The security catalog files, for which the attributes are not listed, are signed with a Microsoft digital signature.
