Note The issue does not occur on the domain controllers that are running Windows Server 2008 R2 because the SYSVOL folder that is located on read-only domain controllers does not accept write operations. CAUSEThis issue occurs because the Group Policy Management Editor cannot guarantee that all the GPO data is written to the same domain controller (DC). The GPO data includes the Active Directory data and the SYSVOL data. The Active Directory data is saved on a read/write domain controller. The SYSVOL data can be saved on either a read/write domain controller or a read-only domain controller, depending on the link target cache of the Distributed File System (DFS) client. If the SYSVOL data is saved on a read-only domain controller, the SYSVOL data is discarded during file replication process because the read-only domain controllers cannot make the change. This file replication process is either through File Replication Service (FRS) or DFS Replication. This behavior causes the Active Directory data and the SYSVOL data not to be the same. Therefore, the changes to the GPO are ignored because the SYSVOL data is not available. RESOLUTIONHotfix informationA supported hotfix is now available from Microsoft. However, it is intended to correct only the problem that is described in this article. Apply it only to systems that are experiencing this specific problem. This hotfix may receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next that contains this hotfix.To resolve this problem immediately, contact Microsoft Customer Support Services to obtain the hotfix.
