option to include the header and the footer are mistakenly omitted

you apply the updates, the header and the footer are added when you create an
offline certificate request.Note The updates apply only to the installed LcsCmd.exe command-line tool or to the installed Communications Certificate Wizard. If you run the LcsCmd.exe command-line tool or the Certificate Wizard from the installation media, the issue that is described in the "Symptoms" section still occurs. WORKAROUNDTo work around this issue, manually insert the header and
