TCP connections fail intermittently when both endpoints are on the same computer in Windows Server 2003 SP2

SYMPTOMS

Consider the following scenario:
  • You update the version of the Tcpip.sys driver to the 5.2.3790.4531 version or to a later version on a computer that is running Windows Server 2003 Service Pack 2 (SP2).
  • You create a TCP connection on the computer. Both endpoints of this connection are located on the same computer. For example, you make a TCP connection to localhost.

In this scenario, the application or service that creates the TCP connection may encounter a function failure or another exception intermittently. Additionally, when you run the netstat -ano command after the issue occurs, the output of this command indicates that many connections remain in the LAST_ACK state, in the FIN_WAIT_2 state, or in the CLOSING state until the computer is restarted.

CAUSE

This issue occurs because of a race condition in the TCP/IP driver (Tcpip.sys). When the race condition occurs, the disconnection notification is not sent at the required time. This behavior orphans some TCP connections. Therefore, the applications or services that rely on these connections fail. Additionally, these connections remain in the LAST_ACK state, in the FIN_WAIT_2 state, or in the CLOSING state.

RESOLUTION

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
