You cannot mount a public folder store on a newly installed Exchange 2007 server, and it fails with a MapiExceptionNoAccess error

SYMPTOMS

Consider the following scenario. You install Microsoft Exchange Server 2007 on a server in an existing Microsoft Exchange Server 2003 server farm environment. Then, you try to mount a public folder store on the Exchange 2007 server. When you try to do this, you receive the following error message:

Failed to mount database 'Public Folder Database'.

Exchange is unable to mount the database that you specified. Specified database:
Exchange_Server\Second Storage Group\Public Folder Database
Error code: MapiExceptionNoAccess: Unable to mount database. (hr=0x80070005, ec=-2147024891)
When you examine the Application log, you find the following error events:

Error 0x80070005 starting Storage Group /DC=LOCAL/DC=DOMAIN/CN=CONFIGURATION/CN=SERVICES/CN=MICROSOFT EXCHANGE/CN=FIRST ORGANIZATION/CN=ADMINISTRATIVE GROUPS/CN=EXCHANGE ADMINISTRATIVE GROUP(FYDIB0HF23SPDLT)/CN=SERVERS/CN= Exchange_Server /CN=INFORMATIONSTORE/CN=SECOND STORAGE GROUP on the Microsoft Exchange Information Store. Storage Group - Initialization of Jet failed.
Additionally, the Application log on the hub server logs event ID 1020 every second, and public folder content replication stops between the Exchange servers.

CAUSE

This issue occurs because Exchange 2003 sets the Deny permission for the Create named property in the information store property in the information store in the Everyone group. This prevents Exchange 2007 from mounting a public folder store in the environment.

RESOLUTION

To resolve this issue, you must to remove the Deny permission from the Create named property in the information store property in the information store in the Everyone group for public folders. To do this, follow these steps:
  1. Open the Adsiedit.msc tool. This tool is included in Windows Server 2008 and requires that the Active Directory Domain Services (AD DS) role or tools are installed. This tool is also available in Windows Server 2003 Support Tools.

  2. Expand the CN=Configuration container, and then locate the following container: CN=Services, CN=Microsoft Exchange, CN=[Org_name], CN=Administrative Groups, CN=First Administrativeroup, CN=Folder Hierarchies, CN=Public Folders
  3. Right-click CN=Public Folders, and then click Properties.
  4. On the Security tab, from the Users and Groups list, click the Everyone group.
  5. Clear the Deny check box for the Create named property in the information store property.
