Known issues with this security update

When you try to open a linked file attachment in an Outlook message, Outlook blocks access to the link. When the issue occurs, you may receive a message that resembles the following in the Outlook Information Bar:
Outlook blocked access to the following potentially unsafe attachments: filename.

Windows Update returns error code 0x80070646, 646 or 1606

This occurs when Office updates fail to install from Microsoft Update or manually installing updates with the /quiet and /passive setup switches because of a corrupt system environment variable or failed privilege escalation.
