SYMPTOMS

Some IPsec packets on a computer that is running Windows Server 2008 or Windows Vista are dropped unexpectedly. Additionally, applications or services which relay on IPsec communication may encounter failures.
Note This issue occurs when the Group Policy is changed on the computer and when the network load is high.
Additionally, when this issue occurs, the following event is logged in the security event log:

Description:
IPSec dropped an inbound packet that should have been secured. This is usually due to the remote computer changing its IPSec policy without informing this computer. This could also be a spoofing attack attempt.

CAUSE

This issue occurs because the Internet Key Exchange (IKE) negotiation process fails. In this case, an incomplete IPsec security association (SA) is generated but is not deleted as expected. During later negotiations, the IKE incorrectly assumes that an SA already exists for the connection. Therefore, the negotiation process is stopped.

RESOLUTION

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
