The "Configure new tab page default behavior" Group Policy setting does not work on a computer that is running Windows 7 or Windows Server 2008 R2 and that has Internet Explorer 8 installedArticle ID: 980959 - View products that this article applies to. However, on a client computer that is running Windows 7 or Windows Server 2008 R2, you notice that this policy setting has no effect in Windows Internet Explorer 8. For example, you enable this policy setting, and you select to display the Home page when a new tab is opened. However, when you open a new tab in Internet Explorer 8, you notice that the home page is not displayed. Notes
CAUSEThis issue occurs because of an error in the standard Administrative Template file (Inetres.admx). The template file for the Configure new tab page default behavior policy setting contains an invalid value for the policy key. Therefore, Internet Explorer 8 does not read the policy setting, and Internet Explorer 8 keeps the default behavior that is saved in the following registry entry:
