Office Communications Server 2007 R2 Server Config Tool does not correctly upgrade the OCS 2007 R2 Compliance database after update 977338 is applied

Consider the following scenario:

1. You install Office Communications Server (OCS) 2007 R2, Group Chat Server and Group Chat Compliance Server.
2. You install update 969819 and upgrade the Group Chat database and upgrade the Compliance database.
3. You install update 977338 on Group Chat Server and upgrade the Group Chat database.
4. You install update 977338 on Group Chat Compliance Server.
5. You try to run Server Config Tool on Group Chat Compliance Server to upgrade the Compliance database.

In this scenario, the Compliance database upgrade fails and Group Chat Compliance Server does not start correctly.

This problem occurs because update 977338 of OCS 2007 R2 does not correctly check the changes already made by update 969819. Therefore, update 977338 tries to update the changes again. However, the SQL database update fails and the Compliance database remains as update 969819. When Group Chat Compliance Server starts, it validates the Compliance database. If the Compliance database is not in the expected state that is made by update 977338, Group Chat Compliance Server shuts down.

To fix this problem, apply the following update package:
