As a Microsoft Exchange Server 2010 user, you create a "redirect it to people or distribution list" rule by using Microsoft Office Outlook. However, this rule does not work if there is no recipient in the To field or in the Cc field.

This problem occurs because an incorrect logic exists in Exchange Server 2010 during the redirect operation. When the outgoing email message contains no recipient in the To field or in the Cc field, Exchange Server 2010 treats the email message as a broken email message and does not redirect it.

To resolve this problem, install the following update rollup:
982639 Description of Update Rollup 4 for Exchange Server 2010

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
