If the User-Level Access Control option is enabled when you attempt to
share a folder in Windows, you may receive the following error message
when you click Add to add user-level permissions:
You cannot view the list of users at this time. Please try again.
CAUSE
This behavior can occur for either of the following reasons:

Uninstalled Outlook 97/98 and Office 97/98Extract a new copy of the Mapi32.dll file to the Windows\System folder.The Mapi32.dll file can be found in the following locations:

STATUS
Microsoft has confirmed this to be a problem in Microsoft Outlook Express.

If you want to keep Outlook Express as your default Simple messaging
application programming interface (MAPI) client, add all user-level
sharing permissions while the "Make Outlook Express my default Simple MAPI
client" check box is cleared. Once all user-level sharing permissions are
added, restart your computer, and then click the "Make Outlook Express my
default Simple MAPI client" check box to select it.
When the "Make Outlook Express my default Simple MAPI client" check box is selected, Outlook Express is used when you send a document from within another program by clicking Send on the File menu. | Article Translations
