When you import an existing Web from a disk-based Web that contains a
navigational structure, the navigational structure will not be imported
and appears to be lost.
CAUSE
The import wizard will only import existing content and regenerate files
required for the FrontPage Server Extensions. The file that contains the
navigational structure is not imported by the Import Wizard because it
contains configuration information
WORKAROUND
