CAUSE This behavior can occur if the programs listed in the

MORE INFORMATION While they are not parts of the Windows 98 product, a
version of Windows Messaging, Microsoft Fax, and a Microsoft Mail workgroup
post office are included on the Windows 98 CD-ROM. These programs are made
available so that you can reinstall files if the upgraded components become
damaged. Using these files on non-upgrade installations of Windows 98 was not
fully tested by Microsoft. Windows Messaging is not intended to work with Exchange Server Client 5.0 and should not be installed on a computer on which Exchange Server Client 5.0 is installed. For information about how to configure an Exchange or Windows Messaging profile, or a Microsoft Mail workgroup post office, please see the following articles in the Microsoft Knowledge Base:

TITLE : How to Set Up and Administer a Microsoft Exchange Post Office Although Microsoft Fax is not actually part of the Windows 98 product, a Microsoft Fax installation utility is included on the Windows 98 CD-ROM. If you need the ability to send and receive faxes in Windows 98, you can use the installation utility to install Microsoft Fax or refresh files if Microsoft Fax was installed prior to upgrading to Windows 98. Although running Microsoft Fax on a clean installation of Windows 98 was not fully tested during product development, there is currently no known reason that it will not function exactly as it does in Windows 95. Microsoft will make every reasonable effort to support running the version of Microsoft Fax located on the Windows 98 CD-ROM.
