Context-Sensitive Help Message May Appear on Primary Monitor

When you display a context-sensitive Help message with multiple display
support enabled, the message may appear on the primary monitor even though
it is invoked on the secondary monitor.
Microsoft has confirmed this to be a problem in Windows 98.
