SYMPTOMS

When you try to convert a FAT16 partition on your Windows 98-based computer to the FAT32 file system, you may receive the following error message:
Drive converter was unable to get a lock on the drive.

CAUSE

This issue can occur if you are using EZ-BIOS/EZ-Drive version 9.03 or earlier to control your hard disk. These versions of the EZ-BIOS/EZ-Drive program do not support FAT32 partitions.

RESOLUTION

To resolve this issue, contact the manufacturer of the your drive overlay program to inquire about a fix for this issue. To determine if your hard disk uses a drive overlay program, see the following article in the Microsoft Knowledge Base:
