Cannot Install Internet Explorer in Windows 98 Second Edition

SYMPTOMS

When you try to install Internet Explorer in Windows 98 Second Edition, you may receive the following error message:
Setup has detected a newer version of Internet Explorer already installed on this system. Setup cannot continue.

CAUSE

This issue can occur if you try to install Internet Explorer 5 or earlier.

NOTE: Internet Explorer 5 is a core component of Microsoft Windows 98 Second Edition.

MORE INFORMATION

Internet Explorer 5 is available for download from the Microsoft Web site. If the version of Internet Explorer is earlier than the version included with Windows 98 Second Edition, you cannot install it.

When you open the Add/Remove Programs tool in Windows 98 Second Edition, Internet Explorer is not displayed on the Install/Uninstall tab. It is not displayed because Internet Explorer is a core component of Windows 98 Second Edition and cannot be removed from the operating system.
