MORE INFORMATION
In Windows 95, Windows 98, and Windows 98 Second Edition this behavior is different than the behavior in Microsoft Windows NT 4.0. In Windows NT, the Date/Time tool does change the time to correspond to the new time zone setting.
NOTE: In Microsoft Windows 2000, the time value is automatically changed to correspond to the new time zone setting. However, if you change the time value before you change the time zone in the Date/Time tool, the time value is not automatically updated to reflect the time zone change. | Article Translations
