When you try to start any of the tools in Control Panel, you may receive the following error message:
This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.
CAUSE
This issue can occur if you are running TweakUI, and you have previously clicked to clear the Show Control Panel check box on the Start Menu Settings tab.

How to back up and restore the registry in Windows To resolve this issue, use Registry Editor to remove the "NoControlPanel" value from following registry key:
HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\ Policies\Explorer
