When you attempt to install Microsoft Exchange 2000 Server, Setup fails with the following error message:
Setup failed while installing sub-component Information Store Service with error code 0x80070422 (please consult the installation logs for a detailed description). You may cancel the installation or try the failed step again. The Exchange Server Setup Progress.log file shows a line similar to the following:

The System Log of Event Viewer logs the following error:Error code 0X80004002 (16386): No interface. Source: DCOM Type: Error Event ID: 10005 Description: DCOM got error "The service cannot be started, either because it is disabled or because it has no enabled devices associated with it." attempting to start the IISAdmin with arguments "" in order to run the server: {A9E69610-B80D-11D0-B9B9-00A0C922E750}
Windows could not start the Microsoft Exchange Information Store on Local Computer. For more information, review the System Event log. If this is a non-Microsoft service, contact the service vendor, and refer to a service-specific error code 0.

XADM: System Attendant Does Not Start with Event ID 2060
CAUSE
The errors described in the "Symptoms" section of this article can be caused if the Microsoft Internet Information Services (IIS) Admin Service is disabled on the computer on which you are trying to install Exchange. Exchange requires the IIS 5.0 services to be running in order to install and function correctly. RESOLUTION
To allow Exchange Setup to finish the upgrade process, follow these steps:

By default, Microsoft Internet Information Services 5.0 (IIS) is installed with Windows 2000 Server. Both Network News Transfer Protocol (NNTP) and Simple Mail Transfer Protocol (SMTP) must be installed before you start Exchange Server Setup.
