Exchange Setup Fails with Error 0x80070422

SYMPTOMS

When you attempt to install Microsoft Exchange 2000 Server, Setup fails with the following error message:

Setup failed while installing sub-component Information Store Service with error code 0x80070422 (please consult the installation logs for a detailed description). You may cancel the installation or try the failed step again.

If you click the Retry button, you receive the error message again. If you click the Cancel button, Setup proceeds, but a red "X" is displayed for the "Microsoft Exchange Messaging and Collaboration Services" component of Exchange. The red X indicates a fatal error.

The Exchange Server Setup Progress.log file shows a line similar to the following:

Error code 0X80004002 (16386): No interface.

The System Log of Event Viewer logs the following error:

Description:
DCOM got error "The service cannot be started, either because it is disabled or because it has no enabled devices associated with it." attempting to start the IISAdmin with arguments "" in order to run the server:

{A9E69610-B80D-11D0-B9B9-00A0C922E750}

In addition, if you subsequently try to start the Microsoft Exchange Information Store service, you receive the following error message:

Windows could not start the Microsoft Exchange Information Store on Local Computer. For more information, review the System Event log. If this is a non-Microsoft service, contact the service vendor, and refer to a service-specific error code 0.

The corresponding message in the System Log is:

Description:
The Microsoft Exchange Information Store service terminated with service specific error 0.

If you attempt to start other Exchange Server services (such as the message transfer agent [MTA]), similar errors result.

CAUSE

The errors described in the "Symptoms" section of this article can be caused if the Microsoft Internet Information Services (IIS) Admin Service is disabled on the computer on which you are trying to install Exchange. Exchange requires the IIS 5.0 services to be running in order to install and function correctly.

RESOLUTION

To allow Exchange Setup to finish the upgrade process, follow these steps:

Click Start, point to Programs, click Administrative Tools, and then click Services. Right-click the entry for each of the following services, and then click Properties. Set the startup value for each service to Automatic, and then start the service to verify that it is functioning properly. The services that need to be enabled and started are:
- IIS Admin Service
- World Wide Web Publishing Service
- Simple Mail Transport Protocol (SMTP)
- Network News Transfer Protocol Service (NNTP)
Each of the Exchange services will be configured to use the LocalSystem account rather than the Exchange 5.5 installation's service account. Do the following for each Exchange service to reset the service account:
1. Right-click each Exchange service listed in the Services MMC, and then click Properties.
2. On the LogOn tab, change the Log on as value from Local System account to This account, and then click Browse. In the list of accounts, select the service account that you used in your Exchange 5.5 installation, and then click OK.
3. Type the account's password in the Password and Confirm Password boxes.
4. Click OK to close the Properties dialog box.
Restart the computer. The Microsoft Exchange Information Store service will fail to start on reboot. This is normal and expected.
Restart Exchange Setup. If you are running Microsoft Small Business Server 2000 (SBS 2000), restart the upgrade with the SBS 2000 integrated Setup in the Add/Remove Programs tool. Set the action of the Microsoft Exchange component to Upgrade. Verify that any subcomponents are also set to Upgrade.
