After you install Windows 2000 Service Pack 2 (SP2), a WinSock application may stop responding (hang) during startup. In a debugger, you may receive the following error message:
Provider 'RSVP UDP Service Provider' returned bad proc table! R->WSPStartup() failed: 10091 CAUSE
The problem occurs when a layered service provider (LSP) is installed over Resource ReSerVation Protocol (RSVP) on a Windows 2000-based computer. When an LSP is installed over the RSVP TCP or UDP provider, it loads the RSVP service provider by calling its WSPStartup function. The RSVP provider is expected to fill in the ENTIRE WSPPROC_TABLE structure that is passed into WSPStartup, but some of these are not filled out.
RESOLUTION
If you have not installed Windows 2000 SP2, install the following hotfix before you apply the service pack. Windows 2000 SP2 does not overwrite this hotfix. If you have already applied Windows 2000 SP2 and your computer hangs during startup, restart your computer to Safe Mode with Command Prompt, and then apply the following hotfix. To start in Safe mode, restart your computer, press F8, and then choose Safe Mode with Command Prompt. To resolve this problem, obtain the latest service pack for Windows 2000.
