Error Message: "Your Network Is Configured Such That You Can Not Make Phone Calls" with ZoneAlarm

SYMPTOMS

When you try to dial a phone number in Windows Messenger version 4.6, you may receive the following error message:
Your network is configured such that you can not make phone calls.

CAUSE

This behavior may occur if you are running the Zone Labs "ZoneAlarm" program. By default, ZoneAlarm blocks the "echo protocol" that Windows Messenger uses to determine whether the PC to Phone service will work.

RESOLUTION

To work around this behavior, configure ZoneAlarm to permit outbound traffic to e450.voice.microsoft.com. For information about how to configure ZoneAlarm, view the documentation that is included with ZoneAlarm.
