SYMPTOMS

When you click the question mark button in the upper right corner in the properties for a URL shortcut, and then point to Target URL on the Internet Shortcut tab, you may receive the following error message:
Cannot find the Plus!.hlp file. Do you want to try to find the file yourself?

Microsoft is researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.
