Attempting to Create New Zone in DNS Manager Causes MMC Exception

A member of the DNSADMINS group may not be able to view any of the zone information on a given DNS server. When a member of this group attempts to add a zone, the following error message is displayed:
Mmc.exe has generated errors and will be closed by Windows. You will need to restart the program.
A Dr. Watson log and user dump file are generated that show an access violation in Dnsmgr.dll.An error log is being created. In addition, if you attempt to connect to the DNS server remotely by using the DNS Manager snap-in in Microsoft Management Console (MMC), the following error message is returned:
Access was denied. Would you like to add it anyway?
This problem can occur under the following circumstances:

Note that the Microsoft Windows 2000 DNS white paper recommends on page 23 changing the DNSADMINS group to Read permissions for more granular administrative control over a DNS server. Apply the fix specified in this article prior to implementing that change.
