SYMPTOMS

When you try to decompile an HTML Help file (.chm) with any one of the versions of HTML Help that this article applies to, you receive the following error message:
Unable to create "%s".

CAUSE

This feature does not work properly on Windows 95.

RESOLUTION

Decompile the HTML Help file on Windows 98, Windows NT, or Windows 2000.

Microsoft has confirmed that this is a bug in the Microsoft products that are listed at the beginning of this article.
