When you update the Windows Installer, you may be required to reboot.
A reboot is needed because the operating system has msi.dll running in memory (this is used for faulting in advertised shortcuts), so the Windows Installer files are not replaced until after the reboot.
This always affects Microsoft Windows 2000 and Microsoft Windows 98 because they have the Windows Desktop Update built in. It also affects Microsoft Windows 95 and Microsoft Windows NT 4.0-based systems that have the Windows Desktop Update installed. The update ships with Microsoft Internet Explorer 4.01 Service Pack 1 (SP1).
The only cases where you do not get prompted for the reboot is when you upgrade Windows 95 and Windows NT 4.0 systems without the Windows Desktop Update.
