You can activate the License server in any of the following ways:

Installing Terminal Services CALs

1.Click Start, point to Programs, point to Administrative Tools, and then click Terminal Services Licensing.
2.Right-click your server, click Properties, and then click Telephone in the Connection Method box. This is currently the only method available for installing Terminal Services CALs for MSDN customers. Click the appropriate country or region, and click OK.
3.Right-click your server, click Install Licenses, and then click Next.
4.Dial the clearinghouse phone number that is listed in the wizard. You will need your License server ID and your MSDN Subscriber ID.
5.The clearinghouse generates a License Key Pak ID that you enter on this screen. Click Next, and then click Finish.
