"A Required .dll File, Clusapi.dll, Was Not Found" When Running SP1 Update.exe

SYMPTOMS

If you attempt to run the Windows 2000 Service Pack 1 (SP1) integrated installation command (update.exe /s:folder) while you are logged on to a computer that is running Windows 98, the following error message appears:
Error Starting Program
A required .dll file, Clusapi.dll, was not found.
If you attempt to run the integrated installation command from a computer that is running Windows NT 4.0, the following error message appears:
Update.exe - Entry Point Not Found
The procedure entry point VerifyCatalogFile could not be located in the dynamic link library Setupapi.dll.

RESOLUTION

To run the integrated installation command, you must be logged on to a computer that is running Windows 2000.
