SYMPTOMS

Page banners and navigation bars can be changed by anyone even though the page containing these items is checked out in Microsoft Visual Source Safe (VSS).

CAUSE

FrontPage does not manage source control on shared border files--the files containing page banners and navigation bars. Rather than prohibiting check-ins on all files, FrontPage retains write access to the shared border files because all FrontPage Web authors need write access to them when they attempt to check in a file.
