After you disable JavaScript and VBscript in the compatibility options, you may still able to insert custom scripts into pages in FrontPage.

Although JavaScript and VBscript are disabled in the Compatibility options, FrontPage will still preserve modifications that you have made in your source code. There are three major ways to directly edit (or add to) the source code:
The compatibility boxes do not apply to any code that you have typed using any of the previously mentioned methods. The primary objective of the compatibility boxes is to prevent FrontPage from using the technology in the code that it writes. The compatibility boxes do not apply to the code that is manually inserted.
