If a website is popular and its content is stable, we store in a content rating list. If a website isn't popular enough to have an entry in this list, or if its content changes frequently, we ask a content rating service to determine its category. The content rating service tells us whether the website belongs to its category of adult websites, or if it's a general interest site, or that the website is unknown.
Even using the latest technology, no system of this type can be 100% accurate. Web filtering might sometimes categorize a website differently than a parent or site publisher thinks it should.
