Symptoms
Under localized (non ENU) environment, assume that you upgrade SQL Server (ENU version) from 2017 to 2019. When you restart your system, you may notice that the replication is stopped as logreader doesn't execute.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
