You have added 'User 1' to the 'Viewers' group to a SharePoint site. 'User 1' can browse to the site, can open documents of type XLS, DOC,DOCX, etc. In the contextual menu for each file of the above file types in the document library, the user receives the "Download a copy" menu entry.
However, when the user attempts to open or download a copy of an XLSX file, the "Download a copy" menu entry is missing. Clicking directly on the file name will redirect the user to the browser view of the XLSX file.
XLSX Files may contain proprietary or sensitive information (ex. Formulas, Data Connection settings, etc.) or sometimes may contain content that is malicious. As a security measure, in order to open these files the required permission level is “OpenItems”. This is not present at the viewer level (Read).
If a user has the view right, but not the "OpenItems” right, then they will be directed to the web rendered view of the spreadsheet and will be unable to see the content of the XLSX file which contains the formulas of the spreadsheet. This restriction is only true if the server is configured with a server-rendering redirector for Excel files (like Excel Calculation Services). When a user has view rights on a document library, but not “OpenItems”, they are not allowed to download copies of Excel files as the file’s protection level requires the "OpenItems" right for its contents to be viewable.
Add a new permission policy level (eg: Viewers_Open_Items) with 'Read' and 'Open Items' permissions from Central Administration > Application Management > Application Security > Policy for web application and add "NT Authority\Authenticated Users" group to all zones of the web application as Viewers_Open_Items.
This will effectively mean that any user who is allowed to authenticate to the site (in addition to any permissions set that the user may have as member of the site) will get the permission needed to open the xlsx files at the web application level.
This policy will apply to all the sites and subsites residing in this web application.
