An application that uses the EnableStatic method in the Win32_NetworkAdapterConfiguration class cannot set a static IP address for a network adapter on a Windows 7-based or Windows Server 2008 R2-based computer

Symptoms

Consider the following scenario:
  • You have a computer that is running Windows 7 or Windows Server 2008 R2.
  • You use an application that uses the EnableStatic method in the Win32_NetworkAdapterConfiguration class to programmatically set a static IP address for a network adapter.
In this scenario, the operation may regularly fail. For example, you use some virtual private networking (VPN) tools to programmatically set a static IP address for a network adapter. In this example, the operation fails.

Cause

This issue occurs because the EnableStatic method may occasionally fail, and if the application does not capture the following error code, the operation fails:
NETCFG_E_NO_WRITE_LOCK (0x8004A024)
