Application freezes when you access a password protected certificate in Windows 8 or Windows Server 2012

Symptoms

When you use an application to access a password protected certificate on a computer that is running Windows 8 or Windows Server 2012, the application freezes.

For example, assume that Microsoft Outlook 2010 or Outlook 2013 is installed on a computer that is running Windows 8 or Windows Server 2012. When you open or send an email message that contains a digital signature or is encrypted by a password protected certificate, Outlook freezes.

Note The issue does not occur if you right-click the icon of the application and then select Run as Administrator before you open the certificate.

Cause

This issue is caused by a deadlock situation that occurs when the application calls a function and then waits to receive the prompt for the password.
