Symptoms
Assume that you are using the Microsoft SQL Server Reporting Services (SSRS) Report Viewer Web Part to embed a report in Microsoft SharePoint 2013. If the Report Viewer Web Part is set to a fixed height, and the report height is longer than the web part height, the web part will automatically provide a vertical scrollbar for report viewers. However, in this scenario, you find that you cannot vertically scroll down to the bottom of the report.
Resolution
This issue is fixed in the following cumulative updates for SQL Server:
Each new cumulative update for SQL Server contains all the hotfixes and all the security fixes that were included with the previous cumulative update. Check out the latest cumulative updates for SQL Server:
Workaround
To work around this issue, you can use the SharePoint - Page Viewer web part instead of the Report Viewer web part and add the following rs:Embed=True option in URL format. Then, the Page Viewer web part will correctly provide a vertical scrollbar for the report.

However, the Page Viewer web part cannot hide report items such as the parameters pane, the print button, or the export button.
