On the Insert tab, selectÂ
  Text Box. -
Draw a text box near the picture.

Type your text in the text box and drag it to the picture.
Tip: To remove the background and outline of the text box, select the text box and on the Shape Format tab select Shape Fill and choose No Fill. Then select Shape Outline and choose No Outline.
