In the message you're composing in classic Outlook, select the paragraphs whose line spacing you want to change.

Select Format Text and chooseÂ
 Line and Paragraph Spacing. If you don't see  Line and Paragraph Spacing, select the ellipsis (...) and choose it from the menu. -
Select the spacing you want. Or, for more options, choose Line Spacing Options.
You can adjust the line spacing within a paragraph, and you can adjust the spacing between paragraphs in new Outlook for Windows:

On the Format text tab in new Outlook, selectÂ
 Spacing, then select a numeric option.(The larger the number the greater the line spacing.)

On the Spacing menu in new Outlook​​​​​​​ for Windows, the last two options are for spacing between paragraphs: you can add spacing before or after the select paragraph.Â
