PowerPoint doesn't currently have a watermark setting, but try this workaround.

Select View > Slide Master.

Select the first slide in the thumbnail pane and go to Insert > Text Box.

Type the text you want in the watermark and change the font, color, and placement of the text.

On the Slide Master tab, select Close Master View.

On the Insert tab, select Text Box, and type the text you want to use as your watermark.

Select the text, and go to the Home tab and set the font size and style.

Select Font Color, and pick a color that's lighter, but close to the background color.

Select the text, go to the Shapes tab, and select Arrange > Send to Back.

Position the watermark and copy it to all pages you want it on.
